Within both divisions, she was involved in developing guidance documents and rules; doing presentations; writing Director’s Findings and Orders; testifying in court; and working with facilities, the public, and other government agencies concerning all aspects of solid waste and surface water regulations. During her time with DMWM, she reviewed solid waste and construction and demolition debris landfill, compost facility, and transfer station permits-to-install (PTIs); as well as performed the associated inspections during construction and operation of those facilities. She was also a member of the Geotechnical Resource Group which specialized in the review and development of slope stability and settlement analyses in the state of Ohio. Upon transferring to DSW, Virginia performed PTI reviews and wrote NPDES permits. During her final eleven years, Virginia was the permits supervisor for the Ohio EPA Northeast District Office, as well as managed several staff that performed PTI reviews and wrote NPDES permits; administered the sludge and pretreatment programs; and trained all DSW PTI interns in the district.
